Surprise Delivery is a tier 1 ability exclusive to the Christmas-themed Santa's Little Helper scenario. It is the equivalent of the Spore Burst ability in the Fungus plague type. It, like Spore Burst, infects a random country, although it does not evolve like its counterpart. It may infect one of the island countries, such as Greenland, or it could troll you and infect a country right next to the starting country. However, it can eventually be offset by Gift Planes, and also is very expensive, unlike Spore Burst.
